Default New to me trailer, brakes need help

Just picked up this 4 place aluma trailer... have a new progidy 2 controller in the truck. I can hear the brakes buzzing when applied but the wheels wont slow. While jacked up, i can feel more resistance with brqkes applied but i can still spin the wheels by hand. I adjusted the brakes tighter but didnt make much difference. Gonna tear into it this weekend, i know my way around automtive drums but trailer brakes are new. Because im getting the buzzing noise, im thinking i dont have a wiring problem... more leaning towards weak or worn magnets, that no matter how high i turn the controller up to, thay cant slow the drums? Any help or insight would be appreciated! Cant wait to hit the snow!

If there is still some life in the brake pads there is a way to adjust them, lots of videos on youtube explaining it in depth.

Ok anxious to get this figured out. Thanks for the replies. I'll take photos sunday when I tear into it.

Another question. The axles seem to be adjustable... In my picture, you can tell how Clos the wheels are together. Underneath it looks like both axles could be seperate a good 8 to 10". Is there any benefit, draw backs to where the axles sit? I'd imagine steering would be tougher when they are further apart but wouldn't it divide the weight better?

Do yourself a favor. Go to your local trailer supply place. Buy all 4 new loaded backing plates. Loaded with both new magnets and shoes. Cheaper in the longrun. Even if a malfunction doesn't end up in an accident. Just bite the bullet and rest easy for the next couple of winters.

I'd leave the axles set where they are. There's no good reason to split them any further apart.

Ok. The front right tire is wearing on the inner edge.... left front tire is brand new... I wonder if that axle isn't square....
